JAMMU, Nov 02: Transaction of Business Rules for Powers of Ministers, Secretaries in Jammu and Kashmir likely to be issued soon.
Experts of Administrative Matters speaking to Cross Town News said , one of the major points that is likely to be there is " In case of disagreement between Minister & Secretary , Matters likely to be submitted to Chief Minister through Chief Secretary."
Experts further added that " Ministers may call for Papers except those relating to matter in which Lieutenant Governor has to act in his discretion under tha ACT, from any department for his information."
Sources said that two more important points are likely to be mentioned , including Chief Secretary to be Secretray to Council of Ministers and Principal Secretart/Secretary to Lieutenant Governor shall be joint Secretary to the Council.
Sources further told Cross Town News that no Proposal in regard to which the Lieutenant Governor has act in his discretion under the Act shall be placed before the Council.
