Jammu, Apr 6: There are countless frauds of getting promotions in J&K on the basis of fraud degrees acquired through distance modes but lot of bosses are sleeping over the issue.
However, AICTE guidelines clearly read that Engineering degrees/diplomas through correspondence/distance mode are illegal & cannot be treated for Govt jobs because it involves practical's in field but it has been observed that due to open negligence, Engineering departments have closed their eyes over the issue by causing promotions up to Commissioner/Secretary level.
Above all, it was the need as per law to get prior permission before proceeding for higher studies .
Now, one can clearly see the order passed by Education department dtd 03.04.2025 on such like degree officer/officials by treating the period of service as "Dies Non" along with penalties but other side senior IAS Officer, Shaleen Kabra, ACS, who accorded "Post facto sanction in April, 2025 " but for permission of higher studies of 2020-22 batch because if the said official took admission in 2020-2022 batch, why the said sanction was pending during the period.
It is also to be looked into by ACS, Jal Shakti, that whether "Online/distance mode, diploma in Civil Engineering valid as per AICTE guideline" & how many so called Engineers are working in his department & how many has been promoted on the same basis, so can be fired accordingly as per Law?
