District administration Kishtwar bagged SKOCH Gold Award



New Delhi, Nov 18: District administration Kishtwar under the able guidance and overall superintendence of Deputy Commissioner Kishtwar Dr Devansh Yadav, IAS received the SKOCH GOLD Award along with his two delegates Prahlad Bhagat, Chief Education Officer Kishtwar and Riaz Ahmed Butt Sr. Lecturer DIET Kishtwar, the India highest independent award today at New Delhi under the theme “Out of School Children, Back to school initiative” in Gold category for its outstanding efforts in main streaming the out of school children and bringing them back to school.

The SKOCH award marks a significant milestone for district administration being the second award winner for Jammu and Kashmir after JKRLM, J&K received since the inception of the scheme.

This recognition represents a remarkable accomplishment for the district administration Kishtwar. The award is a recognition for the mainstreaming of out of School children (OoSC) for district Kishtwar which were more than two thousand in numbers identified by Directorate of SAMAGRA SHIKSHA Jammu and Kashmir through an app launched in March 2021 with the aim to enumerate and keep track of Out of School Children (OOSC) in a timely and quality manner, through intensive data analysis and monitoring.

After identification Deputy Commissioner Kishtwar Dr Devansh swiftly took several actions with regard to tackle such problem and immediate attention by the authorities in collaboration with DIET, Education Department Kishtwar and senior officers of district administration Kishtwar initiated the project 'Talaash' in 2022 under the aegis of the Directorate Samagra Siksha J&K with the vision and goal to achieve 100 percent enrolment of these out-of-school children who were mostly from Schedule tribe community.


Efforts like organising Special camps, awareness at micro level, opening of special winter coaching centres and arrangements of logistics was ensured by district administration even the reluctant parents of OoSC of the fal-flung district especially from areas like Drabshalla, Chatroo, Nagseni, and Bounjwah where the OoSC rate was on the higher side particularly among ST community were convinced by administration and even provided several benefits to them from different departments including 100 days wages from MGNERGA and other incentives etc.


The out of school children were given special attention and education in winter coaching institutions setup exclusively for them and immediately after their enrolment a baseline test was conducted for them and after that special bridge course material was prepared with the help of DIET Kishtwar and Directorate SAMAGRA Shri Deep Raj who not only provided useful funds but also helped district administration in such noble cause. An endline test was conducted for all OoSC after five to six months special teaching followed by their admission in near by schools to their residences. Not only this after their main streaming in schools services of seasonal teachers was provided to them in their dhokas when most among them moves to mountains during summers. In recognition of this resounding success, Deputy Commissioner Kishtwar Dr Devansh Yadav, IAS along with his delegates were felicitated by SKOCH group of India at Constitutional Club of India, New Delhi under Gold category a proud moment for district administration Kishtwar.
