Law itself said that "Delay in Justice is Denial of Justice" & Law Secretary time & again has issued so many instructions for filing replies in a period of one month, otherwise actions under rules shall be initiated against the defaulter but till day no actions have been seen on ground for non compliance of "LAW SECRETARY" instructions, which caused "Delay in Justice" for not filing replies in prescribed time even not after getting opportunity & non presence on due dates.
However, Govt can very easily can check such non compliances just by picking up day to day details of orders passed by various courts, which will speaks that how many excess weeks/months/years have lapsed over issuance of court order to file reply/compliance but are still pending.
However, observing the seriousness of the matter, Chief Secretary, J&K directed Administrative Secretary's to intimate details of such Govt Advocates/ Standing Counsels, who have failed to represent their cases properly
Beside, Chief Secretary further directed Law Department to come up with a structured tracking system for cases under arbitration.
