Jammu, April 3: One more failure of on "JKsamadhan" Portal while resolving a grievance, which was filed on 7th August 2024 vide No. DLH/2024/13596 but on papers shown resolved on 30.10.2024 (A-1), if verified speaks of incompetence, lack of knowledge, causing intentional delay in public works.
One can read on A-1 that without going to facts, Shishir Gupta, as ADC Jammu has resolved the grievance with the observations that "Comments of Tehsildar are enclosed" on 30.10.2024, & in first actions are needed to be taken on the defaulting officers to break the chain of timelines granted by LG over the issue by taking the time of touching 03 months, which is non compliance of Govt instructions issued into the matter.
Another question on the such bosses is that they are considering the facts on circular of Pawan Kotwal, then FCR & Revenue Secretary, J&K, issued on 22.10.2022(A-2) on wrong facts, which were nowhere in any rule/act but he clarified the issue of observation of 22 October letter in para "7" of minutes of meeting issued on 4th Nov 2022(A-3).
Above all, it is to mention here that even Govt has given statement through Advocate General in the High Court that " By necessary implication, the order issued by Resp No 2 losses its force" & that order is, circular issued by FCR dtd 22.10.202 but strange after that there is not even a single page of instructions/order signed or issued by any authority in J&K but Revenue Officers are till day considering the communication of then FCR dtd 22.10.2022, raised a question on such like officers.
Also then DC Jammu gave OBSERVATION neither there was a ban on Gair Munkin Khad Lands nor there is a ban & quoted all rules along with Section 11-A added in SO-3808-E issued by MHA by which lot of Revenue Laws of J&K were repealed.
Now, one can see the approach of Shishir Gupta, IAS Officer, then ADC in same office of DC, Jammu did not bother to look into his superior officers recommendations,but the boss as ADC, Jammu resolved the grievance & showed his supremacy over two senior IAS Officers as DCs of same office?
