JAMMU, Apr 1: There are many cases on harassment in JDA, one such story is of Missing of files in JDA is other renowned story, for which innocents were/are being harassed for their genuine works for which, one competent, VC JDA, Shiv Kumar Gupta, referred the case to Crime Branch & Crime Branch is investigating the case & thereafter Govt Constitute Committee to reconstruct the missing files but could not understood that where the said process has reached & how many files have been reconstructed?
But, it has been come to understand that present VC JDA, Pankaj Sharma is trying his level best to reconstruct such missing files with his personal efforts.
However, Jammu Master Plan of 2032, which was notified in March, 2017, was having countless lacunas, like, non framing of Zonal Plans, not allowing constructions on their so called "PROPOSED ROADS" by which neither any so called "Proposed Road was notified nor constructed by JDA" but private owners were harassed by not allowing Building Permission but JDA allowed illegal constructions in such "Proposed roads" nearby same rejected BP Case by illegal means & for which Cross Town News fired lot of story's with proof but neither Pr Secretary, H&UDD nor VC's acted on culprit officers for such illegality
However, Today, Special Judge Anti Corruption Jammu Haq Nawaz Zargar today framed charges against, the then Vice-Chairman Jammu Development Authority, Ashok Kumar Gandotra, Executive Engineer JDA and one Syed Sajad Ahmed Qalander, Prop M/s Ess Que Furniture Works.
As per the challan, a verification was conducted into the allegation that the then Vice Chairman, Jammu Development Authority without floating any tenders for renovation/interior works of JDA office complex (Ground floor) Vikas Bhawan Jammu authorized M/s Ess Que Furniture Works & granted approval for installation of 10 two ton ACs and some allied certified electric works at ground floor of allotment section for which tenders were floated by Engineer JDA-I, on receipt of communication from Superintending Engineer JDA.
During tendering process, M/s Luman Engineers was found as L-l, however, instead of allotting works to L-1 firm, the then VC JDA approved the renovation/interior works at a cost of Rs 40.83 lakh.
In this way, the then VC JDA, the then Superintending Engineer JDA and Ashok Gandotra, the then Executive Engineer JDA- 1 in league with each other and with the proprietor of beneficiary firm M/s Ess Que Furniture Works conferred undue pecuniary advantage upon the proprietor of beneficiary firm.
The Engineering Wing of ACB as such projected a total loss of Rs 2,12,295 on account of civil works.
After hearing the court observed, “prima facie, offences punishable under Section 5(2) read with Section 5(1) (d) Prevention of Corruption Act Svt. 2006 and Section 120-B RPC are made out against the accused persons”.
