J&K: Finance Dept constrained to treat absence of Officer as "on duty"

Jammu, Dec 29: After orders passed in "CONTEMPT", they have been constrained to treat absence period of 2.8 years of an officer as on duty along with release of all arrears, speaks of their efficiency in the administration.
