Jammu, Dec 19: Regular publications by Cross Town News over the issue of harassment by Revenue Officers of J&K to thousand of innocents on self created issue of Gair Mumkin Khad lands in non compliance of SRO 456 of 2017 dtd 25th Oct 2017 , LGs own time bound Administrative Councils Decision No 17/1/2022 dtd 29th Jan 2022 followed by GO No 18-JK(rev) of 2022 dtd 4th Feb 2022 get positive impact .
Revenue Department J&K issued directions for delineation of lands outside water course in the twin districts of Samba and Kathua vide Govt Order No 207 JK Rev of 2023 dtd 19.12.2023 in 6 villages of the twin districts of Kathua & Samba only.
Pertinent to mention here that by which, a three tier UT Level, Divisional Level and District Level committees had been constituted and with necessary technical assistance from Irrigation and Flood Control Department, khad lands in various parts of Jammu division for delineation / demarcation of lands recorded as Gair Mumkin Khad and issued directions for taking up the delineation exercise & complete in 03 months.
But in Jammu , DC Office neither bothered to act for non compliance of its time bound orders No 18-JK(Rev) of 2022 dtd 4th Feb 2022 nor clearing pending cases in its office like Jallo Chak of Jammu District etc etc, which raised a pointer.
As per the instant order, delineation has now been carried out in Katli and Bandheri villages of Samba and Taraf Manjli, Majra, Bhagthali and Maqsoospur villages of Kathua, which showed the presence of DC Samba & Kathua in JKUT but Revenue Officers of Jammu District are in question because once upon a time DC Jammu had itsel set a procedure & sent 20 plus 75 cases to Govt with full reports but thereafter slept over the issue.
However, clear clarification over the issue given by then DC Jammu Anshul Garg by showing his competence vide no. DCJ/SQ/GMKHAD/2021-22/1671-72 DTD 06.07.2021, even has not bothered by now DC Jammu to resolve the issue.
It could not be understood that why Revenue Officers of Jammu are sleeping on clear lands like some in Channi, Greater Kailash, Sainik Colony, some city areas, which are away from khads or any water channel.
Land in excess of 8000 kanals has been delineated as falling within and outside water bodies spanning 260 khasra nos & the lands so delineated include both public and private lands.
Some of the delineated land is being made available to development projects like industrial estates, etc. Prior to the instant order, nearly 9000 kanals of land have been delineated as falling outside water body.
