Jammu, Oct 25: Pr Secretary H&UDD issued two Govt Orders dated 28th July, 2023 for constitution of various committees for conducting DPC but despite lapse of months, no DPC conducted by which genuine candidates would have been promoted to next vacant posts.
Pertinent to mention here that recently High Court in various orders has questioned H&UDD for not finalizing Recruitment Rules, which is causing harassments to Employees for their promotions.
Insiders told Cross Town News , otherwise bosses are placing officer/officials on higher posts by adopting pick & choose.
Insiders added that after a gap of 22 years DPC of top institution of Town Planning Organization was conducted in the year 2016 & thereafter again Govt slept for further DPC in violations of rules in vouge for DPC.
Pertinent to mention here that CAT in a order dtd 13th July 2023 quoted that ""As keeping the officers sitting in lower post & holding regular DPC is not good indication & is demoralizing factor for the employees" & directed H&UDD for holding the DPC as earliest or within a period of six months but nothing has been heard despite 3.6 months has been lapsed & one officer retired in ending August & next is retiring in ending November & charge of Technical posts of Chief town Planners Jammu/Srinagar has been assigned to non technical officers, no doubts a question on H&UDD?
