JAMMU, SEPTEMBER 23: Followed by SRO-456 of 2017 dtd 25th October, 2017 & thereafter on the directions of Lieutenant Governor, Manoj Sinha's Administrative Councils Decision No 17/1/2022 dtd 29th Jan 2022 followed by G.O.No 18-JK(Rev) of 2022 dtd 4th Feb 2022 by which DCs were directed to clear the issue of alienation of Khad lands in 03 months and thereafter directions of Chief Secretary, Dr. Arun Kumar Mehta in CoS meeting of 25th July 2023 to complete the same issue in one month but the department of Revenue today ordered changes in record of rights in respect of Village Birpur of Samba District.
The changes pertain to the delineation and demarcation of land which do not form part of any water course or source but have been recorded as Gair Mumkin Khad, Gair Mumkin Darya, Gair Mumkin Nallah etc in revenue records.
The issue of delineation and demarcation of these areas has been a long pending demand of the people but other side a proved case of harassment to thousand of innocents in non compliance of above said orders.
Speaking on the issue, officials of Revenue department said that the process has been set in motion and various areas are currently in consideration for delineation and demarcation.
As per and order issued by Revenue department, 4150 Kanals and 04 marlas of land in Khasra No. 1734 in Village Birpur have been recorded as Gair Mumkin Khad.
Accepting the recommendation of the committees set up for delineation and demarcation, the Government has ordered that 3278.25 kanals of land shall be recorded as ‘Banjar Qadeem’.
The combined results were used for delineating and demarcating the land. Various specialized agencies including Irrigation and Flood Control Department, Directorate of Ecology, Environment and Remote Sensing and National Institute of Hydrology Centre, Jammu were consulted during the process.
It is pertinent to mention that the issue of delineation and demarcation of lands which do not form part of any water course or source but have been recorded as Gair Mumkin Khad, Gair Mumkin Darya, Gair Mumkin Nallah etc in Revenue records has been a long pending issue, which was delayed by Revenue Officers for the reasons best known to them, needed to be enquired.
Pertinent to mention here that out of three DCs of Jammu, Kathua & Samba, who were asked to complete the exercise in 03 month, only DC Samba has lead the show with clearing maximum area of such private lands but District Jammu & Kathua are lacking behind in non compliance of SRO-456, LG's Orders, Govt Order & latest instructions of Chief Secretary dtd 25th July, 2023 over such clarifications.
