Jammu, Sept 19: There are proper rules in J&K CSR & various guidelines for assigning adhoc charge of higher posts only for a particular period to fill the gaps & thereafter/ in the meanwhile the cases be sent to PSC/DPC for regular promotions but said process are being continued for a long period even assign charge of next to next higher post on incharge basis in 100% violations service rules into the matter.
But, now, in a high level meeting of Commissioner/Secretaries , Dr Arun Mehta directed all Administrative Secretaries that all promotions especially in works departments be made on regular basis and the process on in charge placements/adhoc promotions be avoided so as to ensure a streamlined career progression pf the concerned employees.
In this connection Pr Secretary PDD apprised that an exercise to ensure regular promotions which has been pending for a long time owing to different issues including seniority and litigations is a complex and a lengthy process.
He further informed that however the exercise has been initiated in the department and in the first instance, the department shall start submitting such cases for approval, in batches, in a period of few weeks.
The Chief Secretary directed GAD to examine the proposals for constitution of an intra departmental committee for resolving seniority issues oif the departments.
