J&K Polytechnic colleges faculty & Staff demands Implementation of AICTE Pay scales


JAMMU, Jan 18: A deputation of J&K Polytechnic colleges faculty today meet with the technical education Minister Jenab Moulvi Imran Ansari Sahib and apprised him about the present situation of the file no EDU/Tech/Poly/123/2015  , which is pending in the director codes office since 24/11/2017 for one or the other reasons which are best known to the authorities. Even all the codal formalities are complete for the notification to be issued in favour of the JK Polytechnic faculty regarding implementation of AICTE Pay scales & Service conditions. The same file is also under Consideration with the Pay Anomaly Committee.  The department of Technical education on the recommendations / directions  of minister Jb. Imran Ansari forwarded the case pertaining to AICTE Grades with full justification and financial implications to the finance department for implementation of same but since long time no action is taken so far. So in this context the deputation strongly demands for immediate notification and stressed upon the J&K Government for early redressal of long pending demand to implement AICTE Pay scales in toto.

The Hon’ble Minister of Finance Dr. Haseeb Drabu at that point of time in summer secretariat 2017 had also desired to take a decision regarding implementation of AICTE pay scales, when the process for 7th pay commission recommendation are implemented and also requested to give feeding cadre as career progression to the Engineering faculty as done in some other departments also.

 In this context the association pleaded the competent authorities that our file bearing no EDU/Tech/Poly/123/2015 regarding AICTE Pay Scales implementation is under process since November 2015 and flow of file is in positive directions with full swing through all the concerned sections under intimation to Technical education department i.e. Directorate of technical education, Director Finance technical Education, Director institutional finance, director Budget, Director Codes and finance ministry. The Association pressed to introduce AICTE Pay scales before the implementation of 7th pay commission in the state w.e.f .01.04.2018 and adhere the AICTE rules and regulations.  In their charter of demands  the forum submitted that All the Polytechnics offering diploma program in engineering & technology are governed by the rule and regulation of All India Council for Technical Education New Delhi and their recognition is mandatory for running the Diploma Engineering Programmes. The pay scale , service condition and qualification for the teacher and other academic staff in Technical Institute (Diploma) regulation 2010 have already been notified by All India Council for Technical Education , New Delhi vide their Notification reference  F.NO:-37-3/Legal/2010 dated 22 January2010 and is as follows

That most of the states in the country including Haryana, Rajasthan, TamilNadu, Delhi, Maharashta, Goa, Chandhigarh, Karnatka, kerala, and Andra Pardesh, Telangana etc have already implemented the AICTE pay scales for diploma level institution i.e Polytechnics. That it is a long pending demand of faculty of Polytechnics of the state to implement the AICTE pay scales. That the faculty of the Polytechnics used to be in higher scales in comparison to present scales and they have been downgraded from time to time. The position of the principal was equivalent to chief engineer and many renowned and dynamic chief engineers of the state like G H Khan, JB Nanda etc were deputed and posted as Principal Polytechnics. That the pay scale of ITI staff has already been revised by the department while in case of Polytechnic the implementation of AICTE was ignored. That the AICTE notification of pay scales has been implemented by J&K state in case of Govt College of engineering and technology Jammu vide J&K Finance department notification vide SRO 235 dated 25/04/2013 while same has been ignored and turned down at that time in case of polytechnics. That pay anomalies in School, Higher and Technical education (in case of ITI) have been addressed by the state government excepting the polytechnic faculty as UGC norms, the revised scale of higher secondary lecturer and revised scale of school teachers have been accepted and implemented in the state.

Keeping in view the above mentioned facts, the forum is hopeful that genuine demand will take immediate action in the matter and get the AICTE Pay scales implemented for JK Polytechnics faculty & Staff.

The Minister Jnb Imran Ansari Sahib gave a patience hearing to the deputation and assured that he will put the matter before the JK Assembly which is going on and also with the finance Ministry for the immediate disposal in a positive way as recommended by Ministry of Technical education from time to time.
