DC Kishtwar for strict action against contractors showing slow pace

Kishtwar,21-09-2024: Deputy Commissioner Kishtwar, Rajesh Kumar Shavan (JKAS), today chaired a review meeting to assess the progress of ongoing road works in the Paddar Sub Division of Kishtwar district.

The meeting was attended by ADC Kishtwar Pawan Kotwal, JKAS, Executive Engineers (ExEns), Assistant Executive Engineers (AEEs), and other officials from the PMGSY (Pradhan Mantri Gram Sadak Yojana) and Public Works Department (PWD).

At the outset, officials from PMGSY informed the DC that 09 road projects are currently underway in Paddar Sub Division. These include the Cherji-Sumnabhatta road, Shasho-Sazar road, Kundal-Afhani road, Atholi-Palali road, Palali-Machail road, Sohal-Chittoo road, Sohal-Kabban road, Sohal-Ongaie road, and Shivas-Gandhari road. Each of these projects is at various stages of completion.

The DC expressed the need for urgency and instructed PMGSY officials to expedite the work on the Cherji-Sumnabhatta road, particularly the blasting operations.

He set a firm deadline of two days to complete the blasting work and emphasized that mobilization for blacktopping (BT) should begin within a week.

Regarding the Shasho-Sazar road, officials informed that work is progressing steadily, with the construction of the Shasho-Sazar bridge set to be completed in approximately one and a half months.

The DC urged the team to stay on track and ensure timely completion. On the Atholi-Pallai and Pallali-Machail road, it was reported that the bridge at Chasoti would be launched within the next three days.

The DC instructed the officials to ensure there are no further delays in this project. The review of the Sohal-Chittoo, Sohal-Kabban, and Sohal-Ongaie roads saw the DC setting clear timelines for mobilizing the necessary workforce and machinery. He stressed the importance of adhering to these timelines to ensure the timely completion of these vital infrastructure projects.

Additionally, progress on the 16 km Shivas-Gandhari road was discussed, with work having reached the 7th km. The DC encouraged the PMGSY team to ramp up efforts to meet the project deadlines.

Under the PWD sector in the Paddar Sub Division, it was reported that out of a total of 08 road projects, 03 have reached the metal shingle stage. In terms of bridge construction, the suspension bridge at Kundhail village has seen the completion of abutments, with the launch of the bridge pending.

The DC was assured that the metal required for this project would be delivered within 4-5 days, and the bridge body would be launched within a month.

Shavan also reviewed the Kishtwar-Paddar-Galhar road project, being handled by PWD authorities, as well as the Matti-Massu road via Leondi. He instructed the Sub-Divisional Magistrate (SDM) of Paddar to visit the site along with the concerned Executive Engineer (ExEn) to resolve land-related issues that are hindering progress of Upgradation of Massu Raod.

During the meeting, the DC Kishtwar also took stock of various other development projects, including the construction of the Government Degree College (GDC) Paddar building complex, Gulabgarh Yatri Bhawan, and several tourism and Samagra sector works.

The DC also emphasized the timely completion of ongoing works related to the Machail Mata shrine, a significant pilgrimage site in the region. *He said that any delay will tantamount to strict action.

He instructed the executing agencies to expedite work and push contractors to meet deadlines without fail. Penalties, would be imposed on contractors who cause unnecessary delays, he added.

Both the PMGSY and PWD authorities assured the DC that they would meet the set timelines and ensure that all road works are completed efficiently and within the stipulated timeframe.

The DC’s review and strict instructions are expected to boost the pace of development in the Paddar region, providing much-needed connectivity to remote areas.
